{"id":142,"date":"2018-11-16T15:04:41","date_gmt":"2018-11-16T15:04:41","guid":{"rendered":"http:\/\/stories.usatodaynetwork.com\/stateofemergency\/?page_id=142"},"modified":"2018-12-12T21:50:23","modified_gmt":"2018-12-12T21:50:23","slug":"imd","status":"publish","type":"page","link":"http:\/\/stories.usatodaynetwork.com\/stateofemergency\/imd\/","title":{"rendered":"The IMD Exclusion"},"content":{"rendered":"<div id=\"pl-142\"  class=\"panel-layout\" ><div id=\"pg-142-0\"  class=\"panel-grid panel-no-style\" ><div id=\"pgc-142-0-0\"  class=\"panel-grid-cell panel-grid-cell-empty\" ><\/div><\/div><div id=\"pg-142-1\"  class=\"panel-grid panel-no-style\" ><div id=\"pgc-142-1-0\"  class=\"panel-grid-cell\" >            <div class=\"body-leadin\">\n            \t<h1 class=\"balance-text\">Change in obscure Medicaid rule could improve access to treatment<\/h1>\n            <\/div>\n            <div class=\"body-byline\">\n            \t<p>By Marion Callahan | mcallahan@theintell.com<\/p>\n            <\/div>\n            <div class=\"body-copy\">\n\t            <p><span style=\"font-size: 35px; line-height: 1; margin-right: 3px;\">A<\/span> change to an old rule related to Medicaid reimbursement could help increase access to residential care for those struggling with addiction, said Deb Beck, president of a prevention and treatment advocacy group, Drug and Alcohol Service Providers Organization of Pennsylvania.<\/p>\n<p>The rule, also known as the IMD exclusion, was enacted decades ago to phase out use of older psychiatric wards, and prohibits the use of federal dollars for addiction treatment provided in facilities with more than 16 beds.<\/p>\n<p>Changing the rule was a key recommendation from the 2017 President&rsquo;s Commission on Combating Drug Addiction and the Opioid Crisis.<\/p>\n<p>Eliminating the decades-old federal law would be &ldquo;the single fastest way to increase treatment availability across the nation,&rdquo; the commission&rsquo;s <a href=\"https:\/\/www.bcbs.com\/press-releases\/blue-cross-and-blue-shield-companies-make-landmark-decision-advance-better-treatment\" target=\"_blank\" rel=\"noopener\">report to the president<\/a> said.<\/p>\n<p>&ldquo;It would change access to residential addiction treatment overnight,&rdquo; said Beck.<\/p>\n<p>In New Jersey, the rule was cited as one of the primary reasons for the April closure of Post House, a 48-bed drug treatment center in Pemberton Township that operated for nearly 50 years. Last year, U.S. Rep. Brian Fitzpatrick, R-8, Middletown, introduced a bill, the <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/2938\/text\" target=\"_blank\" rel=\"noopener\">Road to Recovery Act<\/a>, that aims to permit Medicaid funding for such treatment.<\/p>\n<p>Beck said the rule has become a serious impediment to assisting low-income residents in getting drug treatment.<\/p>        \t<\/div>\n            <\/div><div id=\"pgc-142-1-1\"  class=\"panel-grid-cell\" >            <div class=\"stickybox\">\n                <div class=\"image-panel\">\n                    <figure>\n                    <img src=\"http:\/\/stories.usatodaynetwork.com\/stateofemergency\/wp-content\/uploads\/sites\/98\/2018\/12\/IMD-1-e1544042379460.jpg\"><\/img>\n                    <figcaption>A portion of the Road to Recovery Act, introduced last year by U.S. Rep.
